Joan Reukauf
President and Chief Executive Officer

Joan joined Willamette Community Bank in 2010 and served as SVP, Chief Operations Officer until 2018 when she was appointed President and CEO. After graduating with a marketing degree from Boise State University, Joan has built a 25 year banking career including retail sales, branch and regional management, operations, human resources, and information security management. Joan is also a graduate of Pacific Coast Bankers School and completed the MBA program at Willamette University in 2015. She is currently a Board member of the Linn-Benton Community College Foundation and also serves on the Linn-Benton Community College budget committee. She is an active member of various Oregon Bankers Association committees and Zonta Club of Corvallis.

Robert R. Moore
Senior Vice President, Chief Financial Officer

Robert R. Moore, also known as Bob, joined Willamette Community Bank in April 2016 as its Chief Financial Officer. Most recently, he spent 9 years as the initial CFO at a community bank headquartered in the central valley of California. Bob brings a broad range of experience from over 35 years of banking experience, primarily working with community banks in California and Arizona.

David Frances
Senior Vice President, Chief Credit Officer

David A. Frances joined Willamette Community Bank in July 2017 as the Chief Credit Officer. David has worked in the financial services industry for over 30 years with a focus on credit and risk management. He has a Bachelor’s Degree in Business Management and an MBA from Western Governors University. David, his wife Kim, and their two golden retrievers have recently relocated to the greater Albany community. They enjoy a variety of outdoor activities and are looking forward to making a positive contribution to the bank, as well as being members of the Willamette Valley community.

Jeff Morris
Vice President, Compliance Manager

Jeff joined Willamette Community Bank as AVP, Compliance Manager in November 2014.  He has since been promoted to VP and assumed the BSA Officer duties.  Jeff has worked in the financial services industry for over 29 years with the last 17 in compliance and risk management.  He has a degree in financial management from Oregon State University and has earned the American Bankers Association’s Certified Regulatory Compliance Manager (CRCM) designation. Jeff is an active member of the Oregon Bankers Association’s compliance officer’s and audit committees.  He works closely with all WCB staff to ensure the Bank remains compliant with the ever increasing federal and state banking rules and regulations.  Jeff is an avid baseball and OSU fan.  He especially enjoys participating in a multitude of outdoor activities with his two children.

Shelly Ortiz
Vice President, Senior Operations Officer

Shelly joined Willamette Community Bank in 2014 as the Customer Service Manager and has since been promoted to the position of Senior Operations Officer. Shelly started her career in Ventura, California where she spent 25 years in operations, customer service, financial reporting, and IT support. She moved to Oregon in 2001, continuing her banking career, building over 40 years of experience. Shelly has been a member of the Scio Lions Club where she served as treasurer for over 7 years.

Sue Kalina
Vice President, Relationship Manager, Albany

Sue is an Albany native who was raised on a grass seed and purebred sheep farm. She graduated from Oregon State University with a degree in animal science, and worked for the Farmers Home Administration, Farm Credit Services, and another bank before coming to Willamette Community Bank in 2012.

Sue manages a 30-head purebred sheep operation and is a member of Linn Benton Women for Ag, president of the Northwest Shropshire Breeders Association, National Director for the American Romney Breeders Association, and a member of the Ag Advisors of the Willamette Valley. She has also been a 4-H leader for 36 years and works with United Way on the Community Impact team.

Francisco (Frank) Bermudez Jr.
Vice President, Relationship Manager, Salem

Frank grew up in Newberg and attended Linfield and the University of Oregon. Prior to coming to Willamette Community Bank in 2014, he was in banking for 10 years in the northern Willamette Valley. Frank graduated from the Oregon/Washington Bankers Association Commercial Lending School in 2007 and his background includes branch management and commercial lending.

Frank looks forward to developing long-lasting relationships with his customers, to not only celebrate their successes, but to be there when they need to work through rough patches. When he’s not working, he enjoys spending time with his family and teaching boxing at a local gym, with the hope of reaching at-risk youth by showing them a positive alternative to running the streets.

Steve Horning
Vice President, Senior Relationship Manager, Salem

Steve’s banking career began in 1977, in Bend, Oregon, and his diverse background includes experience as a teller, teller/operations supervisor, retail branch manager, private banking manager, business development officer, small business loan officer, and area manager for multiple branches. Longevity and consistency are two of his strengths, having served for 25 years at one bank and 12 years at another before joining Willamette Community Bank. Steve is a member of the Rotary Club of Salem, Salem Chamber of Commerce, Salem Executive Leadership Council, SEDCOR and Finance Chair for the First United Methodist Church in downtown Salem. He recently was appointed to the City Council in Turner and is a member of its Urban Renewal planning committee.

Monica Hall
Vice President, Electronic Banking & Cash Management Officer

Monica is a native Oregonian who joined Willamette Community Bank in 2012 after gaining out-of-state experience in bank operations, branch management, business development, investment sales, and relationship management. She volunteers her time to a variety of committees that support the local community, including serving as president and board chair of Family Tree Relief Nursery, a nonprofit organization that supports family stability. In addition, she is a graduate of Leadership Albany 2016, a member of the Albany Area Chamber of Commerce, the Lebanon Chamber of Commerce, and the Greater Albany Rotary Club.

Kathy Giddings
Vice President, Relationship Manager

Kathy joined Willamette Community Bank as Vice President, Lending Operations Manager in June of 2013. She has since been promoted to Vice President, Relationship Manager. Kathy has worked in the financial services industry in the Albany/Lebanon area, with diverse experience as a teller, personal banker, operations supervisor, internal auditor, retail branch manager, business development officer, small business loan officer and assistant relationship manager. Longevity and consistency are two of her strengths, having served 26 years at one bank and 15 years at another before joining Willamette Community Bank. Kathy is a board member and past president for Court Appointed Special Advocates of Linn County and has been involved with the organization since 2008. She is also active with both the Albany and Lebanon Chamber of Commerce.

Chris Ray
Relationship Manager

Chris Ray grew up in Central California and moved to Oregon in 1997 after marrying a Keizer native. He graduated from Western Oregon University with a degree in Computer Science and received a Master of Divinity degree from Liberty University. Following a 15-year sales and management career in the cellular phone industry, he began his banking career in 2013 with a nationally established bank. Chris worked in retail branch banking and commercial lending until moving to Willamette Community Bank in February 2018. An avid networker, Chris is passionate about building lasting relationships and reinvesting in his community. He is a committed board member of The Salvation Army of Marion and Polk Counties, championing their services to children, alleviating poverty, and homelessness. He enjoys reading, teaching, public speaking, and spending time with his family.
